HEVC encoding, why long film rewind?

To save space, I want to compress the necessary videos into HEVC format, I compress with the following command:

ffmpeg -i E:\video\video.mkv -c:a copy -c:v hevc_amf E:\video\video_hevc.mkv

As a result, I get a file almost 5 times smaller with the same quality, but... if you try to rewind the file half an hour ahead in the player, this process will take a couple of minutes. At the same time, there is a downloaded video in hevc format, and rewinding there does not take any time at all, everything is like in a regular x264 video. Why is this and what to "twist" ??

Oddly enough, but with this parameter, the encoding speed increased, it was 3.5x, and became 4.5x
