I have a regular debit Visa from Citibank.

Who has already registered - tell me - what to do?

The fact is that foreign payment systems do not really like to deal with debit cards. I have about the same story with PayPal and MoneyBookers. I contacted their support, they said, they say, "we are working on it."
Best of all, use Visa Classic and MasterCard Standard - they roll everywhere. Visa Electron and Maestro are valid only within the country.
In any case, this is not a definitive answer. Write to technical support and coordinate with them the so-called. "special provisions". Moneybookers wrote to me that they would try to submit a request to my bank so that I could link my card (at that time, Maestro), but, unfortunately, the story did not end with anything - I had to get a new card.

In fact, the state of the card determines the bank - the issuer of the card, how much it allows you to climb into the minus. The bank determines the possibility of making transactions. For example, Visa Electron from Sberbank is not accepted for online purchases. It's common knowledge.
So it's not Hetzner's problem, it's not Visa's problem, and it's not Citibank's problem.
This is not a problem at all, but a confusion with terminology.
