Heroku - how to work with Postgres database?

, I downloaded a database backup from heroku, but it turned out to be strangely smaller than it should be (110, although the heroku account says 450mb). In addition, it is without an extension and I do not understand how to use it.

So my question is:
How to import the downloaded database to my VPS server (or how to work directly with Heroku Postgres)
What utilities do you recommend for this?
