Heroku doesn't see the key. What to do?

I am creating an application in Django. When deploying to heroku with the "$ git push heroku master" command, the following error appeared:

While looking for a problem, I came across the message "You have no keys" when using the "heroku keys" command.
When generating and adding, they simply do not see. And with its own generation it writes:

I would venture to suggest that the difficulty is due to the Cyrillic username (more precisely, the path to its home directory).

I agree with marazmiki , I also had problems with the user in Cyrillic when executing this command in the shell.
