Help revive an old computer

Got into the hands of the old iron and will not start. Experience is not enough to understand what's going on.

The computer is loaded exactly to such a state:


Klava PS / 2 refuses to work. USB-keyboard turns out to go into the BIOS settings (at first I even managed to go through the settings, albeit with a delay: I press the key - after a couple of seconds the computer reacts). Now I can go into the settings, but the arrows no longer work.

Have you tried changing the power supply? Faulty capacitors are not always visually pregnant.
