Help me choose a CMS for TK

Internal site of vacancies of the holding of enterprises.

Essence: The
employer places a vacancy on the site on his own: a specially trained girl fills out a form with many fields and presses the “Post” button.
Further, this vacancy either immediately gets to the main one, or for approval by the site editor (depending on the settings).
The main page of the site displays a list of vacancies of all employers, it should be possible to filter the list by date, company and other parameters and, accordingly, search for all vacancies. Clicking on a job will display detailed information.
Possibility to subscribe to the mailing list of vacancies (for all, for a certain enterprise, for specialization).

Users:
4 large employers with the right to post vacancies.
Many recruitment agencies, recruiting offices with the right to accept applications for vacancies.
Registration is free. The right to post vacancies is limited and provided by the site editor.
You can view applications for vacancies without registration, only registered users can accept applications.
The employer has the right to close the application, then it should be transferred to the archive.

Tell me which of the existing free CMS will allow you to implement this functionality with the least bloodshed in a short time and the site will be easy and fast without a trailer of monstrous modules. Thank you.

Why do people ask such questions? Either you are a specialist and you yourself know which CMS to choose, or entrust it to specialists who will make the right decisions themselves. It's never free at all. There are time costs, lost profits, etc. In this case, the project is serious and there is no point in focusing on free and meticulously delving into it yourself. You need to turn to professionals in this field and just see through the eyes of an ordinary user how difficult it is to deal with simple everyday activities.

On Bitrix, this is easy to do using infoblocks.
It seems that someone told me that some kind of free cms - either Drupal or Joomla - also has a mechanism similar to Bitrix infoblocks - then it will not be very difficult to do it there either.

The only way to implement all the requirements is to have your own specific CMS based on some framework. And so - such functionality can be done on WordPress + magic fields. But there are many nuances.

I think that can be done on any CMS. In fact, this is a regular directory.
I did something similar on Joomla using the AdsManager component
