Has there been a normal resume in Google Chrome?

By normal, I mean:
1) Resume in case of an error or loss of the Internet - there is not even a "start over" button :(
2) Resume after a while - i.e. download half - laptop to sleep - wake up - resume downloading
3) Background resume - after closing the browser window
Haven't they implemented natively, at least the first point, for so many years? In most cases, Download Master saves, except when the direct link is not visible (something like "javascipt(void)" on the link).
ps: in particular, pissed off Google's behavior when downloading mail backups. 7 archives of 2 giga each, the download starts when you open the page - and shake over each one for several hours

1. copy and paste into the address bar - chrome://flags/#enable-download-resumption
2. click "Enable"
3. restart chrome (some settings may have permission for the browser to work even after closing it, in this case delete chrome processes via task manager)

Yes, nothing has changed, the most dibile browser, but you have to use it.
I used to use opera, but after switching to webkit, it became exactly the same.

There is no normal download, but there is a whole zoo of extensions that can do the same thing as Download Master

Try Yandex browser. Pretty conveniently finished, + The download master integrates into it properly (well, it also integrates into chrome, respectively), intercepts all links, including uploading from YouTube in the selected quality.
