Has anyone used the payin-payout payment system?

Friends, I can say that I accidentally found another payment system that provides api for working with accounts of different providers, well, there are not so few of them. In general, is there anyone who has worked with this system, how did it suit you, for payments (billing) and transfers to other accounts?
Specifically, I am interested in whether the system really allows you to make transfers without problems, namely transfers of funds from one provider to another?
I don’t mean invoicing and checking it, I’m interested in that part of the functionality where money transfers are made, but I haven’t fully studied it yet, but it seems like it’s possible for individuals there.

so it's just another aggregator with an Rindex search form on the main page. And you need an exchanger, if I understood correctly.
