Has anyone used https://github.com/pi-hole/pi-hole?
If so, please tell me your opinion and tell me if I can use it locally by installing it directly on my computer, on which I intend to use it? Or it is necessary to lift only on the external server/device? From the height of my experience, such software is incomprehensible from the start.

This thing works as a DNS server. You can also install it locally, the main thing in the network settings is to specify the DNS server address 127.0.0.1

Advertising is cut on sites, at least Yandex.Direct is not shown where it was.
You can completely block websites.
Spinning in the virtual box, does not eat resources at all
