Hardware for web design?

Hello.
I work in Photoshop + Illustrator
The essence of the issue is a small budget of 1300 USD.
I want a good laptop + monitor.
I tend to
Monitor Monitor 23" LG 23MP68VQ-P
Laptop beech Apple MacBook Air 13" (MMGF2UA/A)
Tell me if it's worth it? Or maybe there are better options at this price.

Air is too weak for graphics work. You need a Pro and preferably a 15" (they have discrete graphics and a 4-core processor).
Also, think about this: a good MacBook is a great working tool for the next 5 years (minimum). If you work professionally, then even buying the top version will pay for itself in 3-4 months. You can even take such a good tool on credit, knowing that it will save you time, nerves, and will also pay off pretty quickly.

Do you care about Mac OS? If not, then for this money take a laptop on Windows, it used to be some kind of architectural differences, now the platforms are actually the same, and for this money you will take a laptop much more productive.
A designer is not someone who has a MacBook.
