I want to build myself a quiet (ideally silent) and compact computer that can download / distribute torrents and show full hd videos on my TV (the TV, however, cannot display full hd, but then there will be a new one). In this regard, the question is: has anyone built something similar on NVidia ION or NVidia ION 2? Other platforms? Or on amd? I want to ask about processor performance - what kind of processor with low heat dissipation is enough to play full hd video?

Assembled on Zotac ION-ITX. I don't remember the letters. Inside is a dual-core atom, ION. This is supplemented with 2GB DDR-3 and 2.5'' 5400 rpm system hard drive. The main feature of the motherboard is that it has a removable processor fan and, with proper ventilation of the case, with the help of one case fan, it received passive cooling of the processor and chipset (they are nearby and there is one radiator). At the same time, Ubuntu 10.04.2 LTS + XBMC is installed from the software. Everything works smoothly, without plugs and 1080p plays perfectly. There is a slight delay at the beginning of the film and after unpausing, which after 5-10 seconds of buffering disappears completely. Plus, there is also a torrent and file storage with constant access to content. Settled quietly and no shamanism.
Take better with intel HD platform. Cooling can be put liquid (search on Corsair Hydro).
It will turn out more expensive, but there is much more freedom.
I have a foxconn nt-a3500 on AMD Fusion. The cooling is active, so the CPU cooler buzzes softly and sometimes you can hear the hard drive, but you can only hear it if you sit very close (it's on my desk). The power supply is passively cooled, so you can't hear it. There is HDMI, through which I have already reviewed a lot (mainly HDrip and DVDRip), but I have not tried to twist 1080p. In general, I am very pleased with the platform - the same Zotac of similar performance would cost me 5-7 thousand more.
ASUS "P8H67-I" (mini-ITX) (3300 rubles) + 4 - 8 GB Ram (800-1600 rubles) + i3 (~ 3500 rubles) and everything else as on ion
