Such processes started to hang

They hang and are not destroyed until the server collects tasks 600 and goes out, I sit manually finishing and I don’t know what to do ... It started yesterday, I rebooted the server and thought that the problem had disappeared, but today it repeats .. What is it can be and how to diagnose?

If it falls, then apparently there is not enough frame for all the connections.
