GVim tabs and text scrolling?

How to make it possible to move tabs with the mouse in this wonderful editor?
And is there a way to make it so that when scrolling through the text, the cursor can stay outside the displayed text in the window?

1. Alas, mouse tab control is not scripted. You can simply move with the “tabm” function. here are detailed instructions.
2. To switch to the "virtual space" mode, just execute the command "set virtualedit=all"
