Gulp does not work on windows, how to install it correctly?

I want to learn the basics of building with gulp, but I stumbled on the first step :(
put
node.js from here, deleted and uploaded different versions of
npm, git is installed

The npm test command runs a script from package.json in the scripts section. You don't have this file.
First run npm init
