GUI for desktop, with the ability to use css?

Is there such a thing? What would you recommend, if any? They also say it’s possible in Angular, I’m not familiar with Angular and googling didn’t give anything.

JavaFX supports styles. If you want a completely web page and logic on the server, then you can do it based on electron.
