GSM, solar, waterproof camera

Good day!

There is a need to monitor certain areas by the sea (only during daylight hours). The distance from the camera to the point is approximately 50 to 300 meters. External power supply is excluded, that is, a solar panel is needed (there is always a lot of sun). Ideally, I would like to receive a snapshot about once every 15-30 seconds, for example, uploaded via ftp.
Help to calculate the approximate cost if you assemble it yourself or advise ready-made solutions (google with fuck didn’t really help).

I calculated a similar task for one of my comrades, they had to send photos from the camera to email once a day. A set of a router, a USB hub, a USB camera, a USB modem, and a flash drive cost about $125. To work, it needs 12V / 1.5A approximately, that is, you also need a solar battery (and they are expensive!) Batteries (so that all this does not turn off when the sun goes behind a cloud for a few seconds) and a battery controller. There are also such single-board computers starterkit.ru/html/index.php or you can consider the option with an IP camera, but it somehow needs to be connected to the Internet ...
