I explain the whole situation. There is a fingerprint scanner that connects to the arduino. Is it possible to connect a GSM module to Arduino, which will send all the information to the database, for example, 1C.

Use an Ethernet shield and the appropriate library to work with the DBMS.
Or via serial and interlayer adapter on PC

Do not forget that the database must somehow receive data, i.e. there must also be a GSM module. For good GSM, in this situation, you can use it if the distance between your scanner and the database is more than 1 km. If the distance is short (up to 200 m), then it is better to use Ethernet. Up to 1 km, in the absence of the possibility of installing many switches to enhance Ethernet (according to the passport, the aisle is 100 m, in real life it is less), you can use directional WiFi
