Install Freeswitch and set up IVR on it according to the schedule.
Freeswitch is easy to set up and auto answer, and call recording. Almost one line.

Try Oktell SIP-GSM Gateway to work with the modem.
FreeSWITCH for the rest.
I haven't tried either one under the window.

Only here 173 did not start on my Oktell SIP-GSM. 171 and 1550 work with a bang. But 173 is not. Voice features are enabled. Call from dashboard. And Octel does not want to see him.
I advise you to buy 1550 on Avito and use it - the project will rise in price by less than 500 rubles.
