"grunt.cmd" is not internal or external?

trying to run an old webstorm project in grunt.js... it says something like this... "grunt.cmd" is not internal or external... what could be the problem? the software has not changed ... perhaps only a change of user in Windows ...

grunt must be installed locally in the project. grunt-cli must be installed globally, i.e. with the -g flag. After that, it does not interfere with restarting the console.
