Group policies are not applied on all machines, what's the matter?

In group policies, I created a rule: a common wallpaper, a ban on changing the background, and time synchronization with the server. In total, out of 23 machines, the policy is applied only on 2 computers. Both have windows 7, the rest have windows xp. Need good advice.

look towards AD:
policy on the computer or on the user?
to which division is the policy applied and do they have the necessary PCs/users? (I usually set the user group to "Authenticated" on the right user group,
does dns work correctly on user PCs?
