GPS does not work on a locked Android phone. How to fix?

The problem is this: all programs that use GPS do not work on a locked phone. Tracks are not written, location data is not transmitted.
BUT there is one app that does work! Google tracks. If you need a constantly working GPS, then there is no problem, Google Tracks has the ability to simply turn on GPS even without recording a track, and it keeps it on calmly.
How to deal with this and what prevents programs from getting a location on a locked phone? Can it be some kind of built-in Lenovo utility to save the battery like that?
Or somewhere in the android, regardless of the manufacturer, to tinker so that all programs work?
In menus, like MIUI, there are no settings for falling asleep and WiFi. I googled such a problem on the Internet just with MIUI, but I don’t have it.

Most likely, you need to add the application to the power saving mode exceptions. Lenovo is included in the list of problematic manufacturers, which in many models by default allow only a trusted list of applications to work in idle mode (including all sorts of Skype and Facebook).
