My android phone Desire suddenly began to stubbornly believe that I am from Tolyatti, although I am in Moscow. And it’s okay if he just showed me wrong on the map, so he also changed the time without asking (it’s good that he noticed by accident).

It is possible that a base station brought from Tolyatti was installed in the area where you live, and these are its settings, it has nothing to do with gps. I have a similar situation with the phone happening at work.
If you haven't tried it yet, you can try unchecking "settings -> location&security -> use wireless networks"
