Google Play: Opting out of ads?

When publishing an application on Google Play, in the REQUIRED YOUR CONFIRMATION section , there is a field that (it turns out) must be checked

Opt out of advertising Don't advertise my app outside of Google Play or on non-Google mobile and web properties. I understand that changing this setting will only take effect after 60 days.

I can not understand for whom this restriction. Who shouldn't advertise an app? Me or Google?
If I am, then it turns out that I am not allowed to link to the application on my website or in other places?
If Google, then why should they advertise my app at all?

It has to do with Google. That is, they will kick it out of search queries and other sources outside of Google Play.
