Google Play: movie stills app?

Developed an application for Android, in which it is necessary to guess the names of films by frames. Of course, I have no rights to use frames.
The problems began even before the publication of the version in production: I had to remove the frames from the icon and screenshots. But this is half the trouble.
Now, when it's time to publish the final version, the moderators do not publish the application, arguing that it violates someone else's copyright.
I understand that this is true. But there are a lot of similar applications in the market. For example:

I don't think these developers have the rights to use them.
