I understand you created a game (application).
For the first time, go to developer.google_play.com from your developer account and place your application there. When it's time to update the application, go there, upload the new apk, make it active and press the save button.
All. Users will eventually receive a notification and they will go to Google Play, click the update button and the old application will be deleted and a new one will be installed.
smart updates is a technology for saving traffic. if possible, not the entire new apk will be transferred to the user from the market, but only parts that have changed. this happens transparently for developers (you don’t need to do anything special, Google will do everything if it works out)

There are applications* in the market that can get/show a list of installed software, check for updates for everything that is installed and show the "Update" button. The update itself goes further from the market. Therefore, there is.
Or did you mean “can I update my app so that everyone has it updated”? No. Nobody does that.
