Google nexus s not flashing?

I got the Google Nexus S device, aka Samsung GT-i9020, apparently they tried to flash it, but it turned out crooked. As a result, we have a dead recovery and a dead OS. Only fastboot is available.
Actually the problem is that the bootloader is not unlocked in any way.
fastboot.exe oem unlock
sent to the device, confirmation is requested, and when you click "Yes", it writes Failed to the console. Accordingly, without unlocking the bootloader, it does not allow you to flash a new recovery, download a new firmware, or update the bootloader.
PS: I tried Nexus toolkit, android SDK too, and under linux (debian) and under windows 7 the result is the same. In the download menu, it also does not go, odin does not see the phone.
PPS: w3bsit3-dns.com and xda studied. To no avail.

Dead recovery, that is, does not even enter it?
If there is a custom recovery, then the bootloader has already been unlocked. Just after flashing the recovery, the bootloader was closed again.

When I sewed my i9250, I had a problem that the device was not visible in the system at all, after booting into bootloader mode. A few hours of persistent experimentation and googling led me to some godforsaken forum where the guys got to the bottom of the problem:
there are two types of usb connectors: 1. connected directly to the motherboard, 2. connected to the board through a hub.
so when you connect through the hub, the device is not visible. and when directly - everything is ok.
I don't know if this problem exists under windows, but in gnu/linux it does. and indeed, when connected to the direct output, everything became visible.
however, I'm not sure that this method will work, because. you kind of see the device in some cases.

Is the power button alive? There is a possibility that she is interfering.
Nexuses have a family problem: after some time (2 years in my case), the power button sticks in the “pressed” state. My bootloader is already unlocked, but I can’t enter the recovery or reflash it - the phone is waiting for the power button to be pressed to start the fastboot mode. Or rather, the bootloader is loaded, but even navigation with the volume buttons does not work on it, the phone looks frozen. Fortunately, the firmware has not yet been killed, Android is working properly, I do not touch it.
Treatment - replacing or at least soldering the power button.
I'm not sure if this is your particular case, but you can take it into consideration.
