Google Cloud how to solve the problem with blocking ip [Crimea]?

Hello everybody.
The question is, I have a server on Google Cloud, but I often get feedback from clients that they do not have access due to roofing felts in Crimea, providers block Google's IP network, or Google blocks them. How is it possible to solve this issue?
