Google chrome jumps on fulHD, how to fix?

Good day, in full screen (not fullscreen) mode in FullHD, when you hover over any link, Google chrome goes down a couple of pixels and returns to its place. And at the same time, in a normal position, it seems like it drives over the top edge of the screen, who knows how to deal with this?
And the top edge itself crawls out of the screen, something like this:

Fixed by installing a different theme https://chrome.google.com/webstore/detail/simple-b...
With the default theme, the jumps are back.
