Google Chrome Issues [SOLVED]

Good day to all.
Recently, something very strange began to happen with the browser. It all started small - the spell checker for the Russian language stopped working, everything is correct in the settings, I tried to change back and forth, the result is the same, it works in English, but not with Russian. After that, problems with the speed of some sites began, most of all it hurt youtube, everything loads quickly, there are no problems with this, but wild lags are already noticeable when scrolling the page, while watching the video you should NEVER move the mouse, the video starts terribly twitchy, but that's not all. Recently, some of the videos have stopped showing at all, a green screen and sound in the background, reloading the page does not help. From all this I have 2 questions:
1) Is there any way to get it all in order?
2) If you uninstall chrome and then install it again, will all bookmarks and extensions remain? If not, then if there is some way to save them, or something.
ps: Win7 x64 system, everything is fine with hardware too.

Synchronize chrome with Google and delete, then put a new one and synchronize again. All bookmarks and extensions will be loaded.

Try updating Flash Player. Check extensions - some new installed extension may have caused this. Try temporarily turning off all extensions
I make a backup / transfer chrome to another computer in this way: I copy the Extensions folder and the Preferences file to the c:\Documents and Settings\\Local Settings\Application Data\Google\Chrome\User Data\Default\ directory. Current session and bookmarks in Current Session and Current Tabs. You can use other files/folders as you wish (but for my part I did not notice the loss of any functionality, limited only to Extensions and Preferences).

A green screen on YouTube, a black screen instead of a whole site, BSODs and system freezes - everything happens due to poorly implemented graphics acceleration in Chrome. On YouTube, it is solved by turning off in the properties of the flash on the right button on any video.
