Google Checkout callback url, local domain and SSL?

Good afternoon, colleagues.
There was a need to connect Google Checkout to our self-written engine.
We have our own dev servers that do not look at the Internet.
There are two questions:
1) Is it possible to set up a callback url so that the request goes to the internal domain?
2) Will a self-signed certificate work?
