Google api how to organize city input hints?

It is necessary to implement prompts when entering a city on the site.
I found google api https://developers.google.com/places/documentation... , enabled the service in the google console, generated a key, and upon request I get:

This API project is not authorized to use this API. Please ensure that this API is activated in the APIs Console: Learn more: https://code.google.com/apis/console

Everyone is poking at stackovervls to activate the service, I activated the Geocoding API (yes, for the sake of interest, I activated all 110 services), the result is 1 and the same. What is the problem ?
