Google Analytics: why are the goals not working?

Tell me why the goal-event on the site does not work (and, in principle, no goals work):

Thanks a lot! Works. Faced the same problem. I re-read all the posts with problems with goals for Google - here and here
But everything turned out to be simpler - Global Site Tag (gtag.js).
Have you tried setting the value of the goal and the label?
