As far as I know, Adsense does not pay money for impressions. Just for clicks. This is the company's policy. For impressions only accrued in YouTube.

Because Adsense works on CPC, not CPM model.
There is payment by CPM (active view), but this share is insignificant.
Google AdExchange works according to the CPM model, but you need to look for a reseller with Adx.
