Look at European and American universities. There are rankings for universities in the world, google it. The problem is that in most of both Russian and foreign universities they teach the history of IT, rather than its realities. When choosing a university, pay attention to what internship opportunities are provided. So many IT firms recruit their own staff, they can also finance your further education, on the condition that you work for them. But this is more often the case in the West. I don’t know the East and I can’t advise, but Russia is not particularly predictable. (no offense to anyone, this is a personal opinion).
