Good design, color combinations?

Please tell me how important it is to follow the rules of color combinations and is it possible to make a site to your taste, if I want to visit and that others would like the site?
Let's say I want to combine colors such as:
black, red, yellow, white.
Would it be right to make a smooth transition? Or is it possible to make a block red, next to black and yellow?

There are no clear rules about colors and never have been, but there are some theories regarding the perception of color. To understand how to build colors correctly, I would recommend getting acquainted with the theory of how a person reacts to color, here you can read excellent articles:

Now that you know how people perceive colors, you need to read about how to use them in graphics, for this there are cool Books:

There is no free solution of this level (or I have not seen it). In general, BIND / PowerDNS / etc is enough to set up delegation of subdomains and billing to manage the DNS zone.
site.domain.com will be a separate subdomain delegated to third party ns servers. However, it should be borne in mind that a lot of DNS traffic will go to the ns-servers of domain.com itself, it makes sense to place them in the cloud.
