GMail API: creating a new mailbox

Hello.
I ran diagonally through the GMail API and did not find the creation of a mailbox, i.e. there is an import / export of mail, all sorts of settings, but I did not find the creation of a mailbox.
Am I looking in the wrong place or only through the admin panel?

KMK: creating / deleting a mailbox via the API is only possible in Google Apps Premium (paid version) or Education - for educational institutions.

It seems to me or is this one of the ways to deal with the creation of left boxes for spam?
