Gluing sound with a picture / video sequence - how?

Programmed only in web. In android there was no experience yet, I'm studying.
I want to write a program that can take mp3/wav audio locally and add an image or video as a background. For video with sound.
How can I do that? What will need to be studied? Is this all done in Android Studio or would something more magical be required?
