Glitches with NetBeans 7

Friends in general undertook to study Java. NetBeans IDE 7 OC Windows 7 x86
When working with a GUI application. In Design IDE mode, it hangs tightly. In processes, approximately 25-30% CPU usage, RAM does not eat much. But the very fact that the dispatcher shows the process does not seem to freeze, but it does not work with it. Does anyone have experience with this glitch?
