Glitch Windows 10. How to fix it?
At some point, Windows 10 began to glitch badly (on the Internet when watching videos, in games, and even just on the desktop). I thought that I picked up viruses and you can just reinstall Windows (which actually did not help). Maybe someone has come across this and can help (new ssd drive).

I faced such trouble. the reason helped to find the softinka https://www.resplendence.com/latencymon
The point
is that there was a piece of iron that generated a large number of hardware interrupts and this led to a terrible lag, there was no load manager. I had an old hard drive that was connected as a second one. the program showed which device generates the most interrupts, and after removing it, the problems were gone.
There was one more case on the laptop. almost dead CPU power capacitors. replacement helped.
