Getting queries through MySQL database uploaded to Google Spreadsheet, how?

It is assumed that the format of manually uploading the database to the Google spreadsheet format and submitting a request from the table (The first important question is how to form and write the request address from the Google spreadsheet column), receiving a response also in XML format with subsequent reduction.
How and where is it possible to write a script for the described API in a Google spreadsheet? How is the request to the required cell formed?
