with Google I don’t see how this can be done, only by coordinates.

Yandex is not suitable due to the fact that the necessary cities are not represented there in the same way as in Google.

Perhaps you should look into geocoding?
That is, you determine its geographical coordinates by the name of the city. Then everything is simple.
