Get MESSAGING permission on the disscussions.addDiscussionComment?

When I try to add a comment to a photo, I get the following error:

The app has permissions "VALUABLE_ACCESS;LONG_ACCESS_TOKEN;PHOTO_CONTENT".
Adding the "MESSAGING" permission to oauth did nothing.
Please tell me how you can get the "MESSAGING" permission, because the documentation does not say anything about it.

MESSAGING is not currently issued to third party applications.

It is necessary to write to [email protected] with a request to add this permission to the application, and explaining how and for what it will be used.
Well, when (or if) the right is granted - it is necessary to request this right from the user in OAUTH authorization.
