Get a screenshot from an IP camera?

There is a Chinese ip-camera, which should give a screenshot on request http:/address/webcapture.jpg?command=snap&channel=1. But she doesn't. Therefore, I am looking for alternative ways to get a picture from the camera, perhaps from a stream, maybe with third-party software. Suggest options.

Take the stream via vlc and click the screen.
