Look towards Sypex Geo. I don’t know many good services there that would correctly determine the country.
And although I had to work more with the regions of Russia and I was not particularly interested in determining the country, nevertheless, those IPs that came across were foreign and I checked them with other services - it seems to be more or less normal.
If there are a lot of geolocation requests, then consider hosting the database locally. Supex Geo has such an opportunity, otherwise you will load the API with it.
