In principle, I will give bad advice - for a year I worked with a GSM gateway, consisting of a bunch of modems (including ZTE, which the asterisk does not directly support), Windows and specials. programs from Oktell "SIPGSMGATEWAY". It allows you to use up to 10 modems for free. It worked.
But! When this zoo was replaced by the 1004th Addpac, users noticed a significant improvement in the quality of the channels.
