Gallery for the company, what to choose?

Good afternoon!
Foreword: All users have USB blocked, ie. they cannot upload files to the network. There is extra wi-fi.
Recently I ran into a problem, I need to make a gallery for the company, so that users log in to it via wi-fi from their phones, upload images, and then log in from a PC and take photos to computers.
There is a great solution - owncloud, but it does not have a file extension filter. And it is necessary that only graphic files can be uploaded.
Another requirement is that each user has access only to his personal folder, i.e. he did not have access to the folders of other users.
Who has ideas?

That is, a 5 MiB archive with arbitrary content but JPG format is OK for you?)
