Full rights to the directory for two or more users. Why does not it work?

There is a folder on the server whose files and directories need to be given full access for two or more users. I did this: there is a user who was registered during the installation of user1, started a new user user2, created a public group, added user1 and user2 to this group. Next, sudo chown -R :public /home/user1/public_dir
Now I copy a file to this folder via sudo mc (from user1), but user2 for some reason does not have access to this new file. What am I doing wrong? Is sudo mc to blame? It's just that if you do sudo chown -R user2 /home/user1/public_dir, then both users user2 and user1 (via sudo mc) can access the file.

Put chmod 775 everything worked
