FTP is slow how to fix the cause?

Almost does not work FTP connects every other time, loses connection, extremely low speed.
command from my PC:
ping ip_адрес -t
Shows time 44-46 ms with a standard data packet of 32 bytes
Graphs in the hoster panel are behind but according to the situation 2 hours ago do not show any anomalies. CPU 10%, I/O almost zero.
What can be done to understand which side is the problem? My Internet is slow, their channels are overloaded, along the way something is lost somewhere, or is there some kind of problem on the server itself and not with the channels?

The problem may be in QoS filtering on the provider's side.
