Front-end or back-end specialist should adapt the site to CMS?

The layout is done by a front-end developer. There is a need to adapt the layout to a management system, for example, wordpress. Is adaptation part of the responsibility of a front-end developer or should a back-end specialist already do this?

Frontend: when pulling the template, none of the backend entities change.
But assets and templates change.
So no backend knowledge is required, but frontend knowledge is a must.
