From which mobile OS is it possible to upload a file to the Internet?

Hello.
You need the ability to upload files with any extension to the Internet, for example, to a file sharing service. Can you please tell me if this can be done via Android? Now I use Iphone, through it only pictures and videos can be downloaded.
Thank you.

On iOS, this is possible with a jailbreak using the "Safari Upload Enabler" tweak from Cydia.
On Windows Phone, you can use Opera which was ported from WM.

I think the question is not quite correctly asked. Where exactly on the Internet? With my ancient nokia n86, I can upload at least exe to the same DropBox. Where exactly do you want to upload the file? Maybe the restrictions are not a smartphone, but still the file hosting service itself?

Thanks, I also found one option for iOS through the iCab Mobile (Web Browser) software from the appstore
